The mission of the Tobacco Use Prevention and Control (TUPAC) Program is to establish a comprehensive partnership among state and local governments, local communities, and the people of Valencia County to foster a social and legal climate in which tobacco use becomes undesirable and unacceptable. The program works to improve the health of all Valencia County residents by eliminating or reducing their exposure to tobacco in all forms.
